Welcome to the forum. Read over your contract very carefully and if there is anything it it that you are not happy about get them to change it now before signing. Also make sure that your lawyer is completely independent from sweet water.

The extra charges are for infrastructure ie water electric. Your contract will have this on it and you will be liable to pay for it. Make sure you have an amount stipulated for this on your contract. They are asking for £1000 at the moment. I have also had a costing for water and electric meters and connection charges. Reading about different developments and what they are getting charged for their utility connections Sweetwaters appear to be quite good.
The gripe current owners have is that in the early contracts there was no mention of infrastructure charges therefore they are not happy at getting asked for this money as it is not in their contracts.
